Article title suggests problem is because of cost of living, and then never touches on that fact except in guise of ranting about income inequality.

I'd say the fact of the matter is that both as still HIGHLY desirable places to live and work... which drives up rents and cost of living to the point where many people can no longer afford them.

Doesn't help that PE firms, speculators, and Airbnb all conspire to take housing off the market and drive prices up even more...
