Disagree. I'd be for a rule change in that if you want disaster relief you need to move out of a known flood plain or some such, but tornados, earthquakes, and othe natural events can occur or strike anywhere, and disabling the only agency that can move in and provide relief would be foolish.

I've also noticed that many of the "personal accountability" types seem to change their tune when something happens and suddenly THEY get hit with some unexpected event. Witness the extreme cold that hit Texas earlier this year.
