Doesn't the Tesla identify itself to the network and simply bill itself as needed?

From my perspective that's the ideal solution. Car SECURELY identifies itself and also indicates that it has an associated preregistered card. User charges and the associated card is billed.

Plug and change. No additional steps needed.
