Due to Apple's Architecture License Agreement, Apple pays Arm less than 30 cents in royalties for each chip used in its devices. This flat fee is regardless of how many Arm cores are used in the chip.

Given just how much of Apple's prestige is sunk into Apple Silicon... it's unlikely that saving 30 cents a chip would be worth the hassle.
