Everyone and their kid brother says that they want a mini iPhone. Apple makes one and sales are lackluster. Apple drops the mini.

Repeat. Rinse.

But the article hits part of the problem on the head. If sales cycles take two years or more, then it's highly likely that quite a few of the people who said they'd buy one are off-cycle and not in the market.
