Have an Ultra 2 with watchOS 11. Just measured my Blood Oxygen. 99%.

Looks like Apple succeeded in pushing out an OTA update which disables blood oxygen so they can continue to sell Apple Watches like nothing happened. In fact on the comparison page they say:
