I wouldn't give that answer in an interview if I was you.

Software development is one of those fields (like medicine) where life-long learning is expected practice. Things move so fast that, if you're not learning, you're stagnating.

If the only way you're going to keep your skills sharp is when you boss pays you to do so, then you're not someone I'd want on my team.
