If you watch the video backing this, you'll note that CR went to some pains to explain the difference in problem severity (i.e. car doesn't work vs loose trim needs repair).
Many of Tesla's "reliability" issues stem from the later. They're good at the drivetrain aspect, but not so good at actually building the car body, interior, and so on.
Traditional automakers, on the flip side, have decades of experience building ICE cars and trucks.
Which means that their EV reliability issues stem from having little to no experience with EV drivetrains and batteries.
And that shows, which is why traditional companies struggle to sell EVs. They're overpriced for what you get.
