In Rising Sun, Sean Connery says, "The Japanese have a saying, "Fix the problem, not the blame". Find out what's fucked up and fix it. Nobody gets blamed. We're always after who fucked up. Their way is better."
Which is a nice sentiment.
However, I've recently been watching The Days on Netflix, which basically looks behind the scenes at the Fukushima Daiichi nuclear disaster.
And it portrays a CYA culture like I've never seen before.
If the later is true, how did they ever get ANYTHING done?
