It might just be me, but for some reason I'd tend to expect that larger, more expensive projects are going to take longer to reach break even.

And as to why we're not reprocessing like France and Russia, is mostly because Carter was an idiot. Reprocess and the amount of material that actually needs storage is radically reduced.
