The idea that biblical canon was decided at the [First] Council of Nicaea is somewhat false to fact. Several items were decided there, but canon (and especially Catholic Canon) seem to have occurred much later in 382.
Regardless, almost all of it was based around a group of men arguing over what they wanted to believe.
