Try reading it again. This appears to just be a ban on NEW ICE vehicle imports. They're not banning all of the existing vehicles, and they're not stopping oil and gas imports.

They're just setting themselves up for self-sufficiency in the near future.

And people could well convert existing vehicles to hydrogen... although THAT infrastructure doesn't exist there either.

And, of course, if they want to pay 3-5x for fuel.
