Lots of conditionals in those assertions.

Also, the problem with visual only systems is that they're largely fair-weather systems. Rain, fog, snow, glare, all can block their use and prevent your robot-taxis from working correctly. Going to shut down your automated city when it rains?

(Have an Outback that uses cameras for lane assist and auto-cruise-control, and know exactly when conditions freak it out.)

There are a lot of sensors that could have given the car better than human "vision" in those circumstances.

Elon choose to cut costs.
